Center began working place in October 1992 in the care of mentally handicapped children and the physically and living with cerebral palsy and children with Down syndrome.

The overall objective of the center is to improve the quality of life for this category by enabling them to live in the light of social, health, cultural and educational integration in public life affirmation of the human right to equality and equal opportunities with full support for their families care where dealing center with poor and non-capable households.
